A day after the disaster, NTPC had said it would install early warning systems in its projects in the hill states and announced Rs 20 lakh compensation for the families of NTPC workers who died. The petition added, "Even after the disaster, proper machinery was not deployed … which further led to more deaths and the compensation of Rs 20 lakh promised by NTPC to the family members of contractual workers has not been disbursed yet. Even the compensation promised by the state and Centre is yet to reach families (of those who went missing). "

The other thing the petition asked for was a committee, with community representation, to study the effects of these power plants in the upper reaches of the Himalayas and to recommend sustainable solutions for its management or removal. Environmentalist Ravi Chopra, who had headed the Supreme Court-appointed panel on the impact of hydel projects in Uttarakhand earlier, told TOI, "There is a lot of money to be made from these projects. Even though the cost of generating one unit of hydel energy is Rs 7-8, as opposed to solar energy which costs barely Rs 2, the state is still dotted with power projects … I don't expect the administration to learn from the Chamoli disaster. New Delhi, May 13 (PTI) The Centre on Thursday strongly refuted in the Supreme Court the claims of an NGO that government is engaged in 'bench avoidance' in a matter related to widening of the ambitious Chardham highway project. The strategic 900-km Chardham highway project aims to provide all-weather connectivity to four holy towns -- Yamunotri, Gangotri, Kedarnath and Badrinath -- in Uttarakhand. The claims that government is engaged in 'bench avoidance' was raised by the NGO in the written submissions given by it in the matter. A vacation bench of Justices Vineet Saran and Dinesh Maheswari, while taking note of the arguments of Attorney General K K Venugopal, said that it has not asked the NGO to file any written submissions on the issue and instead has only asked the parties to place before it relevant orders passed in the matter. Solicitor General Tushar Mehta, also appearing in the matter, said that this court should also examine what is the source of inspiration of the NGO to make such allegations as the matter pertains to construction of strategic border roads on the China border.
This aspect would also be kept in view by Department of Personnel and Training (DoPT) while considering cadre review proposals, to be received in future, it said. The cadres that have not been forwarding adequate nominations for Central Staffing Scheme at various levels may have to settle for less number of additional Senior Duty Posts in future by way of corresponding reduction, the ministry asserted. It is also requested to ensure that the officers who are at the verge of promotion to Senior Administrative Grade (SAG)/Higher Administrative Grade (HAG), as may be relevant, during the year are not nominated, often necessitating their early repatriation to avail of promotion in the cadre, the letter said.
Senior advocate Colin Gonsalves, appearing for the NGO, said that they have filed a 4-5 page written note last evening and have sent a copy of the same to the court master today in the morning also. The bench told Gonsalves, "You have sent it very late. We have not permitted you (NGO) to file any written submissions". The bench said that it is directing that the matter be placed before the Chief Justice of India for earmarking the case to an appropriate bench. The top court also recorded the submission of Venugopal that border roads need to be constructed. Gonsalves said that construction of strategic border roads are not the question in the matter as they are not part of Chardham project. The bench said that it has not said anything of its own and only recorded the submission of the Attorney General that strategic border roads need to be constructed. Venugopal said that there is already an affidavit on record which says that the Army needs construction of these strategic border roads.

NE NEWS SERVICE NEW DELHI, JUNE 8 The Centre has asked state governments to nominate more officers for central deputation at the level of deputy secretary, director and joint secretary, citing their shortage, according to an official communique. It also asked them not to nominate officers, who are on the verge of promotion, that often necessitates their early repatriation to their cadre to avail the benefit. "It may be ensured that the names of only those officers are forwarded who are likely to remain available under the Central Staffing Scheme for full tenure, " said the letter issued by the personnel ministry. Officers of the level of deputy secretary/director and above are usually appointed in central government ministries/departments (i. e. on central deputation) under the Central Staffing Scheme (CSS). "It is, therefore, requested that larger number of officers may kindly be recommended for appointment at DS/Director/JS level under the Central Staffing Scheme so that the central deputation reserve/ deputation reserves are duly utilised for this purpose, " it said.
